Abstract: In the United States, technology application office is required in federal laboratories, which with the large amount of budget from special fund for technology transfer from the National Science Foundation, encourage enterprises’ participation in joint R&D through awarding solo license of government-supported patent to the enterprises. Performance in technology transfer is an important indicator in personnel performance assessment of the federal laboratories. In implementing the system, universities in the US provide explicit incentives to ensure individual rights. Their professional technology managers help technology transfer agent providing services to small and medium businesses. Defining rights for properly handling the issue of technology transfer and national assets loss, building a professional technology broker team, and providing services to small and medium enterprises by national technology transfer agents are the lessons to be drawn by China.
