Abstract: US innovation strategy in Clinton presidency regard technology as engine of economic growth and science the fuel. The conservative strategy in Bush administration attach greater importance in national security and anti-terrorism ,but the investment in basic research laid a foundation for the following recover. Obama administration sees innovation as the key to American’s future success, and this strategy pull America out of recession a lot faster. China should keep its self-led innovation ,investment in basic research and its special technological research projects. Lastly, the study on American innovation strategy should be strengthened.
