Abstract: Voluntary technical personnel funded by government, the key player of the typical service mode in rural area, lead urban technology factors and resources to rural area. The combination of the voluntary and traditional mode now prevail the present service system.
However, the lack of efficient organizing and fiscal support block the service system.Since the 16th National Congress of the Communist Party of China in 2002,to solve the issues of agriculture�� farmer and rural area in balancing rural and urban area has become the principle strategy of China. The original supporting mechanism needs transform to be non-profit oriented.
