Abstract:Experience from ITER,GALILEO and IMI,such as building the law system to guarantee the multinational cooperation, constructing government structure based on rights, forming public-private cooperation mechanism oriented by market,and etc.,should be learned by Chinese government to organize its own mega programmes, promote its own S&T plan management reform, and deepen the international S&T cooperaton.
