Abstract: with the full implementation of China's indigenous innovation, more and more multinational corporations and their R&D institutions want to participate China's national S&T plan. The opening up of our national S&T plan gets more attention of multilateral and bilateral S&T cooperation. This paper introduces and discusses the provisions, practice and features on how to accredit the eligibility of foreign participation in science and technology projects , and proposes to build pilots of the national S&T plans through a joint research; formulate access conditions for the foreign institutions to participate in national S&T programs from four prospectives , and prepare the strategy to avoid potential risks.
