Abstract: Innovation Voucher is a governmental innovation input policy used in European countries. It can effectively promote the innovation of SMEs and improve the efficiency of government R&D funds, because it can conduct universities and research institutes to serve SMEs. This paper suggests Chinese government to set special fund during the period of 12th five-year plan, to support the innovation of SMEs.
