Abstract: This paper summarizes the main points of the transformation from Daedeok research park to Daedeok- valley. Firstly, Daedeok research park only values technology development, while Daedeok-valley values commercialization equally as technology development. Secondly, the decision maker of Daedeok research park is central government, while Daedeok-valley is central government and local government together. Thirdly, the former system only encourages institutes to promote commercialization, while the later system encourages both research institutes and enterprises. This paper suggests that China should absorb various research strength to develop its high-tech parks and cooperate the development of national S&T park with high-tech park.
