Abstract: Since entering 21st century, Russia promoted economic development by exporting energy and resource with fully aware of its disadvantages. President Putin proposed the strategic vision of developing innovative economy during his tenure, and proposed the strategic goal of developing innovative economy till 2020 in December of 2011. These measures in Russia have important reference for China's economic development.
