Abstract: Since 2009, problems increasing exits in China's small and medium-sized S&T enterprises development. Financing becomes the major problem. This paper, based on the investigation of small and medium-sized S&T enterprises in Urumqi Municipality, analyses their financing environment, and proposes some policy suggestions for their development according to their financial work experience.
