Abstract: Department for Business, Innovation and Skills��BIS��of UK designed and released the policy of "Forward Commitment Procurement" to prior release the governmental demand to the market, which effectively promoted the enterprise innovation. This paper introduces its background, implementation condition, implementation process and typical demonstration project to China and gives suggestions in promoting China's innovative procurement.
