Abstract: This paper reviews the development history of shale gas industry in US. It points out that, firstly, the technological innovation needs good environment. Secondly, the development of emerging industries is the integration process of innovation chain, industrial chain and value chain. Thirdly, government should promote the development of emerging industries by strategy formulation, policy support, reasonable regulation and market demand creation.
