Abstract: This paper combs the modern research operation model of Hongkong R&D center. This model considers the industrial demand, guilds and integrates the innovation resources, establishes the modern management structure and develops open innovation and dynamic supervision system. This paper proposes that the public research institutes in the mainland of China should further deepening the reform and strengthening the institutional improvement according to the national strategy orientation and industrial characteristics.
