Abstract: Seed industry is the core industry of agriculture. In the current situation of international agricultue, the industrial safety and control of the seed industry is very important. The traditional industrial policy is too conservative to help the industrial development. This paper gives some successful examples of opening-up in some other industries and suggests that the seed industry should also adopt this strategy.
