Abstract: Recently, China's S&T expenditure input grows rapidly. The reform of S&T expenditure management deepens constantly and promotes the combination of S&T and economy well. However, there are still many challenges such as distribution system, input structure, usage mode, budget supervision, financial accounting, performance assessment and etc. in expenditure management. Hence, this paper gives suggestions on promoting the reform of S&T expenditure management and S&T innovation.
