123rd Report in 2010: Proposal on Accelerating China’s Emission Trading in Low Carbon Economy Background.

Abstract: Under the low carbon economy background, the emission trading becomes an efficient way for the reduction of marketization pollution. It can allocate the environment resources efficiently, improve the environment management, and promote the development of the environmental protect industry through market regulation. Basing the experience of emission trade from other countries and the practice from our own, this article proposes that, in order to promote China’s emission trade, we should strength building the relate legal system and pollution supervision system, compensate the first distribution of emission trade, and cultivate the perfect emission trade market.
