12th Report in 2013: China S&T Human Resource Develops Rapidly

Abstract: During the modernization process, S&T human resource develops rapidly in China with a relatively lower cost, creating a good condition of R&D intensity, knowledge intensity and innovation driven for the economic development. This paper suggests to implement active policies in education, science and technology, distribution and human resource in China, in order to become a knowledge-based, innovative and service-oriented economy.
