15th Report in 2014: US Federal Budget Management and Its Enlightenment

Abstract: This report introduces the forming process and management of US federal R&D budget. R&D budget is very important in US fiscal budget. This paper concludes its enlightenment to Chinese fiscal budget and gives relevant suggestions.
