27th Report in 2014: German Experience in Promoting the Preprophase Investment and Financing to the SMEs and Its Enlightenment

Abstract: This paper introduces German experience in promoting the preprophase investment and financing to the SMEs. Firstly, the financial support pays more attention to the combination among industries, universities and research institutes. Secondly, public-private partnership helps with S&T enterprises. Thirdly, the difficulties in early stage will be solved by direct and indirect support together, etc. The experience in Germany has important reference meaning in S&T system reform, S&T finance work and etc.
