The opening ceremony of "International Training Program on Science, Technology and Innovation Polices of China 2012——Strategic Research and Formulation Method for Science and Technology Development Plans in Developing Countries" was held in Beijing on the morning of September 10th, 2012. This training program was hosted by Ministry of Science and Technology of the People’s Republic of China (MOST), and organized by Chinese Academy of Science and Technology for Development (CASTED) and International Research and Training Centre for Science and Technology Strategy (CISTRAT).
International Research and Training Centre for Science and Technology Strategy (CISTRAT) is the first research and training centrein the field of science and technology policy and strategyunder the unspicious of UNSCO. Based on CASTED’s scientific research team, research fields, and international cooperation network, CISTRAT is committed to promote international S&T cooperation and solve the problems that developing countries are facing in the process of economic and social development served by S&T, in order to promote cooperation among governments, academia and industry in different countries.
Professor Wang Yuan, Executive Vice President of CASTED, delivered remarks in the opening ceremony, welcoming the 16 participants from Botswana, Korea, Egypt, Malaysia, Sri Lanka, Vietnam, Colombia, and other developing countries for the 20 days’ training program.
Professor Wang Yuan pointed out that the training program, “Strategic Research and Formulation Method for S&T Development Plans in Developing Countries”, would provide lectures around the priority fields of China’s S&T strategic and policy research, ranging from China’s S&T indicators analysis, S&T Statistics, STI strategies and plans, the roles of S&T inpromotingthe economic and social development, to innovation-driven S&T input and financial policies.
Professor Wang Yuan indicated that the training program aims to set up an international platform for communication and cooperation, and create opportunities for developing countries to share experience and cooperate in STI area. Through learning the practicefrom developed countries together, the goal is to disseminate China’s STI strategies and policies, share the experience with developing countries, improve research ability of S&T strategies and S&T management ability, and realize the common development.
Ms. Li Pei, the programme officer of Department of International cooperation, MOST, and Doctor R. Jayakumar also attended the opening ceremony and addressed the meeting. Doctor R. Jayakumar expressed that UNESCO would create more opportunities for the cooperation among different regions to encourage the developmentin Asia and pacific regions through Science and Technology.
The opening ceremony was hosted by Professor Wang Fenyu, Vice President of CASTED. Mr. Gao Changlin, the Academy Council Member of CASTED, and Ms. Wang Bing, the assistant officer of UNESCO Beijing office also attended the meeting.
