Abstract： In its transformation, the Northwest Institute for Non-Ferrous Metal Research realizes balanced development of technology and economy by establishing a technological innovation system integrating “Scientific Research, Pilot Scale Testing and Industrial Production.” Onperspective on System, pilot scale testing, new industry development and cultivating of talents, the article proposes four recommendations like establishing new industry cultivation base leveraging the opportunity of transforming the institutional system and improving capacity in pilot scale testing based on the public innovation platform.
