Abstract: Counties (cities) level innovation capacity improvement plays an important role in promoting economic and social development in county area. Based on field surveys, the article analyzes in depth practices, experiences, and issues in innovation capacity building in Liuyang City, Hunan Province. Recommendations for pertinent countermeasures are also proposed in the article.
