Abstract: Cooperative R&D based on network is an important mean of R&D (research and development) in nowadays. However, establishing the virtual network is different from improving a nation’s capacity in scientific research, which requires continuous accumulation of physical scientific research bases. Leveraging the network is significant to the new form of development of China’s scientific research bases. With analysis of the changes in method of R&D in the network environment, in light of features of the development of these bases and national demand on their development, the article proposes a construction model of national key innovation bases, or the “1+1” model integrating a physical entity and a network.
