57th Report in 2010: Technological Commissioners to Depressed Area and Lessons for Poverty Alleviation

Abstract: Technological commissioners to depressed area contribute to poverty alleviation through science and technology. Based on a pilot program of technological commissioners in Xiangxi Autonomous Prefecture, Hunan Province for 3 years, the article summarizes the experiences, features and lessons for poverty alleviation of the program. It also proposes policy recommendations such as balancing the responsibilities and rights of these commissioners, expanding alleviation efforts to areas related to people’s livelihood, and cultivating local talents with two-way assignment.
