Abstract: Based on the work of science and technology department in the current second national research and development (R&D) resources survey, the article discusses some outstanding issues, especially regional differences of investigators, justification of indicators, and problems on filling andexamining survey forms. It proposes related policy recommendations for improving science and technology statistical survey system.
