Abstract: Survey on policies for strategic emerging industries in the Central and 29 provinces indicates that a policy system covering industrial planning, technology R&D, industrial cluster, and market cultivation has taken shape in China , meeting the requirements of innovative, successive, and consistent. The article recommends governments at various levels shall prepare industry specific planning, in which the following shall be guarded against: isomorphic industry from homogeneous policies, new round of growth driven by investment, locking at the lower end in international industry transfer, and substitution market mechanism with government financial input.
