Abstract :National Broadband Plan(NBP) is the priority among the latest innovation plans by Obama administration. This plan is expected to strengthen the economic growth, guarantee the national security and narrow the gap between U.S and international communities. The proposal, getting fund through public sale of 500 megahertzs spectrum, could be aborted because of the possible opposition from the House of Representatives and National Association of Broadcasting. To popularize the wireless broadband and to narrow the distance between China and developed nations ,China needs to learn from the strategy adopted in policy making .
