Abstract: In the globalization era, countries are tightly connected by economy and technology. The innovation resource flows among countries widely and quickly. Open innovation becomes a popular technology and business mode. A new innovation system that covers enterprises, colleges and universities, and scientific research institutes globally has been formed too. This system almost refers to every industry. In this context, any country that could take a good befit from this new system will have a bight future in the global competition.
