Abstract: The investigation of business condition of high-tech enterprises in the first half of 2011 showed that, compared with last year, the business condition of high-tech enterprises and the confidence of entrepreneurs both dropped. High cost was still the main constraint for the development of high-tech enterprises. The cost of production was mainly increased by raw material and labor force, which probably would influence the stable development of enterprises. It was generally reflected from the enterprises that government should solve the financing difficulties for enterprises, and improve governmental procurement policy under the market that is good for indigenous innovation.
