Abstract: This thesis analysed the background of China recommitted the whole nation system of S&T innovation. Combining the three changes of the background of new and old whole nation system of S&T innovation, this thesis presented six different features. Furthermore, this thesis also summarized the concept and basic features of whole nation system of S&T innovation under the new situation, and proposed the six problems which should be paid attention to.
