Abstract: In essence, the problem of medicines for global disease is the supply of public products. It could not be solved under the current patent system. This report, after case study of artemisinin, proposes some suggestions on the reform of international patent system. It suggests to innovate the public health medicine by international cooperation, to make the patent strategies, and to encourage enterprises to apply patents,etc. This paper also defines the medicine problems of global diseases like AIDS, tuberculosis and malaria as the "public health problems related to national core interests" , and gives suggestions on the design rules of international patent system reform.
